How Florida Technology Is Changing the Way Correctional Facilities Monitor Human Safety

For correctional facilities, monitoring the health and safety of people in custody has traditionally relied on staff observation, surveillance cameras, and devices requiring physical contact. Cell Guardian is taking a different approach, combining sensing technology, computer vision, and AI to monitor movement and physiological indicators without requiring individuals to wear devices.

Founded by engineer and entrepreneur Vik Ramprakash, Cell Guardian’s technology is designed to provide correctional personnel with both physiological information and visual context, helping them better understand potential medical emergencies or changes in behavior. “Right now, systems see the objects. They don’t see the human condition,” Ramprakash said.

That distinction is central to Cell Guardian’s approach. Traditional cameras can show movement, while standalone vital sign monitors can identify physiological changes, but neither necessarily explains what is happening. By combining the two, Cell Guardian aims to give staff greater context when determining whether an alert represents routine activity or a potential emergency.

“With multi-sensor fusion, we’re combining video with physiological data, so you can understand what is happening when a person may be in distress,” Ramprakash said.

While corrections is the company’s initial focus, Ramprakash sees broader applications for the technology in elder care, neonatal monitoring, hospitals, and medical equipment. The company recently received IRB approval for a neonatal research study to advance a research study involving its technology as it works toward broader human applications.

For Ramprakash, the opportunity extends beyond healthcare and corrections. He believes the next generation of AI will need to understand more than objects and movement. “That is our North Star. As AI moves into the physical world, robots/machines will need to understand not only objects and movement, but changes in a person’s physiological and behavioral state,” he said.

As Florida’s technology ecosystem continues bringing together artificial intelligence, healthcare, sensing technology, and public safety, Cell Guardian represents one example of how emerging technology can move beyond traditional surveillance toward a deeper understanding of the human condition.
